Here are the steps:

Step 1: Install R Programming language

First of all you have to install the R Programming software on you windows computer. I am assuming that you are using Windows 7/8/10.

First of download R Programmer installer and then install it on your computer. Check tutorial: R Programming Setup for Development.

After then set system path variable. Check R command not found Windows for setting up the path variable for R.

Step 2: Install RStudio

RStudio is a tool for developing and testing R Programs. After installing R you should install RStudio. Check tutorial: Downloading and Installing RStudio
